You can use this page to view and manage patient test results and other information related to quality programs. This page, also referred to as the Quality Test Details page, shows an in-depth view of each test within a program.
On the Main Menu, click Quality, and then click Network Quality Dashboard. In the center pane, under All Quality Programs, click a program status (for example, "Goal not reached") and then click a test or measure
Your organization must have the athenahealth Population Health service.
You must have the Population Health: Quality Manager permission to access this page.
In addition, you need the Population Management: Quality Manager: Exclusions permission to exclude patients from quality measures.
The Quality Manager Details page displays the list of measures and tests for the selected program. The measure details appear in the center pane, with a progress graph and list of patients in each measure status.
The program name appears at the top of the left pane, with the number of program measures, and the list of measures below. You can toggle the list of measures between All and Not Satisfied.
Each measure shows the measure status, with the number of patients still needed to satisfy the measure.
Click a measure in the list to display the measure details in the center pane.
The list of tests may be limited if you added one or more filters.
You can hide individual tests in the list. You may want to do this to focus on only a few measures at a time. To hide a test, hover over a test and click HIDE in the upper right.
To restore a hidden test to the list, return to the Quality Manager page. In the center pane, click Hidden for the desired program, then click Unhide for the measures you want to restore to the list.
Tip: You can also hide quality measures on the All Quality Programs pane of the Quality Manager page.
Patient statuses appear under the progress indicator bar: Satisfied, Out of range, Pending results, No results, and Excluded. The figures refer to the number of patients in the population who have satisfied, or not satisfied, the selected test.
The progress graph tracks progress toward your compliance goal, month by month. The graph includes data for the previous calendar year, as well as a benchmark line that indicates linear progress toward the goal. Click and to toggle the progress graph display.
Click the Show Graph icon to display a progress timeline showing progress toward satisfying the measure over time. For example, if the measure specified in a practice's risk-based contract is 90% annual compliance for a given test, then 90% of patients in the practice's population must satisfy the test during a calendar year.
To print or download the graph, click the Menu icon under .
The top of the page shows the measure name and the number of patients eligible for the measure. (The total number of patients does not include patients excluded from the test.)
The patient statuses appear horizontally across the page. Click any status to view a list of patients in that status. You can click a patient name to view patient details.
You can click the patient column to sort the list by patient name, or click the PCP column to sort the list by the patient's primary care physician's last name. You can also click the PCP header again to group patients by their PCP's last name in reverse alphabetical order.
You can also export lists of patients, assign tasks to patients, and generate letters to patients, such as patients who are overdue for certain tests.

Satisfied (Compliant)
Number and percent of patients who satisfy the test.

Out of range (Not satisfied or Non-Compliant)
Number and percent of patients who do not satisfy the test because their test result is out of range for the measure.
Further work required: The patient may need both another test and an in-range result to meet the measure.

Pending results (Not satisfied or Non-Compliant)
Number and percent of patients who do not satisfy the test because the result of a performed test is not yet entered.
Further work required: The next action required is to find the result of the test. If your organization has set up EMR or lab feeds, you may receive these results automatically. Otherwise, manually enter test results.

No results (Not satisfied or Non-Compliant)
Number and percent of patients who do not satisfy the test because no test result is available.
Further Work Required: For outcome measures, a test and result are required; for process measures, a test is required.

Excluded
Number and percent of patients excluded from the test because they are ineligible for the test, or excluded for any other reason. The reason for the exclusion (Exclusion Type) appears for each excluded patient when you click the Excluded status.

Rolling and prospective versions of standard quality measures give you additional insight into your organization's performance that are not limited to the current calendar year.
- Rolling measures calculate quality using today's date as the anchor date of the measurement period. Rolling measures allow you to view measure outcomes relative to today's date instead of for a fixed reporting period.
- Prospective measures apply the current year's measure specifications to the next calendar year to preview next year's performance on the measure. For example, a provider can see which patients need a flu vaccine now in order to be compliant for a flu vaccination measure next year.
Any standard CMS or HEDIS quality measure offered in athenahealth Population Health can become a rolling measure.
Note: Some measures may not provide value with a rolling perspective because of constraints on their measurement time frame, such as Influenza Immunization (ACO14).
athenahealth Population Health offers the following standard measures as prospective measures:
- CMS ACO measure: Influenza Immunization (ACO14)
- HEDIS measure: Osteoporosis Management in Women Who Had a Fracture (OMW)
To use rolling and prospective quality measures, please contact your athenahealth Population Health Optimization team to learn more and to open a case to implement the new measures.
Rolling and prospective measures appear as separate quality programs on the Quality Manager Details page.
The date that you view a rolling measure affects the date range of the data used in the quality calculation. For example, to calculate results for a rolling breast cancer screening measure, athenaOne identifies patients who are the target age and gender as of today's date and who have received a compliant screening in the past 27 months.
Rolling measures use the same logic as standard measures, but rolling measures use the current date as the anchor date instead of the date indicated in the measure specification, which is usually the last day of the calendar year.
Prospective measures look ahead to provide quality calculations on data for the following measure year, using the current measure year's specifications. For example, the standard 2017 Influenza Immunization measure reports on the 2016-2017 flu season, whereas the prospective version of this measure calculates performance relative to the 2017-2018 flu season. These measures were chosen because their measure period begins prior to the calendar year. Prospective measures allow your organization to track the status of the measure when the period begins.
Note: Viewing a prospective measure prior to the start of the measurement period produces an empty data set because none of the relevant dates apply.
- Display the Quality Manager Details page: On the Main Menu, click Quality, and then click Network Quality Dashboard. In the center pane, under All Quality Programs, click a program status (for example, "Goal not reached") and then click a test or measure.
- Click a patient's name to display extended patient information. Alternatively, search for a patient and display test details by entering their name in the Find... field.
- View the Events tab and note the following:
- Green indicates compliance and orange indicates noncompliance.
- Icons indicate the source of data where:
- User Reported indicates that the user entered a manual result.
- Plan Reported indicates that the payer sent a roster of patients.
- EMR Data indicates that data originated from a clinical data feed.
- Payer Data indicates that data originated from a claims data feed.
- QME Data indicates that the data originated from the athenaClinicals Quality Management Engine (QME).
Note: Providers must be enrolled in the CMS ACO and NCQA-HEDIS measures in athenaClinicals. Also, an athenahealth data warehouse feed must be in place for the athenaClincals practices.
- Click Close X to close the patient's panel.
- Display the Quality Manager Details page: On the Main Menu, click Quality, and then click Network Quality Dashboard. In the center pane, under All Quality Programs, click a program status (for example, "Goal not reached") and then click a test or measure.
- Click a patient's name to display extended patient information. Alternatively, search for a patient and display test details by entering their name in the Find... field.
- View the Events tab:
- Denominator events show data that qualifies the noncompliant patient for a measure, such as the fact that they have a diabetes prescription.
- Numerator events show data that indicates compliance, such as an acceptable test result. Numerators are coded to reflect program specifications.
- Exclusion events remove a patient from a measure.
- To view more patient information on the patient's panel:
- View the Providers tab for a summary of providers that the patient has seen. This information can help you locate patient results.
- View the Activity tab for a list of all the patient's activities related to the measure. This information can help you track down a result for an outcome measure.
- Click Close X to close the patient's panel.
- Display the Quality Manager Details page: On the Main Menu, click Quality, and then click Network Quality Dashboard. In the center pane, under All Quality Programs, click a program status (for example, "Goal not reached") and then click a test or measure.

For each patient that you want to add or update results for:
- Indicate the date the patient received the test in the field with a Calendar icon .
- Enter the test result in the second field, if applicable.
Note: This field appears only for outcome tests.
This information is automatically saved.
Note: If the newly added information moves the patient into a different status, the status numbers are updated, and the patient appears under the new status.
- Display the Quality Manager Details page: On the Main Menu, click Quality, and then click Network Quality Dashboard. In the center pane, under All Quality Programs, click a program status (for example, "Goal not reached") and then click a test or measure.
- Click Add Multiple Results>> below the test name on the left.
The Add Multiple Results page appears. - Click an entry field to the right of the name of the patient to display the Add Multiple Results window.
- Date — Indicate when the patient received the test.
- Result — Enter the test results.
Note: This field appears only for outcome tests. - Notes — Enter notes (optional).
- Click DONE. A new event appears in the panel's Events tab.
Note: To view test data for the selected patient in the Person Center, click the patient's name at the top of the panel. - Click Close X to close the patient's panel.
You can delete only results that were entered manually.
- Display the Quality Manager Details page: On the Main Menu, click Quality, and then click Network Quality Dashboard. In the center pane, under All Quality Programs, click a program status (for example, "Goal not reached") and then click a test or measure.
- Click the name of the patient.
The area expands to show more details. - In the Events tab, click the X icon for the result that you want to delete.
Results are also deleted from the Quality tab of the patient's Person Center.
Note: You must have the Population Management: Quality Manager: Exclusions permission to exclude patients from quality measures.
- Display the Quality Manager Details page: On the Main Menu, click Quality, and then click Network Quality Dashboard. In the center pane, under All Quality Programs, click a program status (for example, "Goal not reached") and then click a test or measure.
- Click the name of the patient in the patient list. An extended patient view appears.
- Click Document an Exclusion next to the Save button. A row labeled "Exclusion" appears in the patient view.
- Date — Enter a date for the exclusion.
Note: Exclusion dates are keyed to the END DATE that appears at the top of the Quality Manager Details page. To change the end date, click END DATE: YYYY at the top of the page, select a new year from the list of years available, then click Apply. - Select a reason for the exclusion from the Choose exclusion menu.
- Notes — Enter notes (optional).
- Click Save.
The exclusion appears in the panel's Events tab. The application updates patient status figures above the patient list.
Note: To view test data for the selected patient in the Person Center, click the patient's name at the top of the panel. - Click Close X to close the patient's panel.
- Display the Quality Manager Details page: On the Main Menu, click Quality, and then click Network Quality Dashboard. In the center pane, under All Quality Programs, click a program status (for example, "Goal not reached") and then click a test or measure.
- Check one of these boxes:
- The top box on the right to export all patients in this status.
- The box on the far right for one or more patients in this status.
- Click:
- Export All if you checked the top box for all patients.
- Export Selected if you checked the box for one or more patients.
The patient list opens in Excel.
- Display the Quality Manager Details page: On the Main Menu, click Quality, and then click Network Quality Dashboard. In the center pane, under All Quality Programs, click a program status (for example, "Goal not reached") and then click a test or measure.
- Select the patients with no results or with out-of-range results who should receive letters.
- Click Create Letters.
- Select the tests to include in the letter and then click the Customize Letter Text tab. A default letter template loads.
- Customize the letter, if necessary, by clicking the edit icon and making any edits.
- Click Generate Letters.
- Display the Quality Manager Details page: On the Main Menu, click Quality, and then click Network Quality Dashboard. In the center pane, under All Quality Programs, click a program status (for example, "Goal not reached") and then click a test or measure.
- Select one or more patients.
- Click Add task to selected patients.
- Select the task (Event), the related tests, the reminder date, and any notes.
Note: The Due Date field (reminder date) is a required field. - Click Add.
- Display the Quality Manager Details page: On the Main Menu, click Quality, and then click Network Quality Dashboard. In the center pane, under All Quality Programs, click a program status (for example, "Goal not reached") and then click a test or measure.
- Select patients for whom you completed the task (for example, those you sent care gap letters to).
Tip: You can check the boxes on the right to select individual patients, or you can check the top box on the right to select all patients. - At the bottom of the page, click Add task to selected patients.
The Add Task window appears. - Event Type — Select Document a past event.
- Complete the Event and Completed fields.
- Click Add.
